The House reconvenes at noon to complete consideration of a bill (HR 1734) that would create an independent commission to recommend the sale or disposal of federal properties and consolidation of government offices. The chamber will begin consideration of a bill (HR 3521) that would create an expedited procedure under which Congress must hold an up-or-down vote on presidential proposals to cancel spending included in newly enacted appropriations bills.

vThe House reconvenes at noon to complete consideration of a bill (HR 3521) that would create an expedited procedure under which Congress must hold an up-or-down vote on presidential proposals to cancel spending. The chamber will also consider a bill (HR 3581) to change the way that the costs of federal loans and loan guarantees are calculated.

The Senate will reconvene at 2 p.m., and be in a period of morning business until 3 p.m. After that, the Senate will consider the conference report to accompany the Federal Aviation Administration reauthorization (HR 658 conference report: H Rept 112-381). At about 5:30 p.m., the Senate will hold a roll call vote on adoption of the conference report. Under a unanimous consent agreement, 60 votes will be required for adoption.

Keystone XL Pipeline

House Energy and Commerce Committee (Chairman Upton, R-Mich.) will mark up legislation that would require the Federal Energy Regulatory Commission to approve a permit for the Keystone XL pipeline.

It is anticipated that this bill will be folded into the Energy and Infrastructure Jobs Act when that measure reaches the floor.

HR 3548 — North American Energy Access Act

 

Medicare Physician Payment System

Health Subcommittee (Chairman Herger, R-Calif.) of House Ways and Means Committee will hold a hearing on how some private sector payers are rewarding physicians who deliver high quality and efficient care, which could be used as a model for an overhaul of the Medicare physician payment system. Medicare currently employs a fee-for-service system that generally takes into account the work, time and effort associated with each service, but does not account for the quality and efficiency of the care provided.
